How should i go about with this?

I'm a guy and i have a very close female friend. But lately the friendship as turned weird in my opinion. She talks to me often(about every day) but we rarely hang out(last time i saw her was last month). I have asked her a few times to hang out but she says that she is busy. But i was suppose to hang out with her today but she told me that her dad said she cant go out today. But no i find out shes outs sledding with her bff and some guy i dont know...wtf? why does she always talk to me but rarely hangs out? I'm starting to get frustrated with her so i want to say something but i dont even know how to start?
