What causes fear in children?

For example, when I was little, I was petrified of men who had mustaches or beards. I knew a little girl who was afraid of people wearing hats. My son is horrified of cows (cries whenever he hears a cow "moo" on his kid shows) He has been since he was a tiny baby! So what causes children to have such random fears?
