A homeowner in our HOA sent out a derogatory newsletter as if it was from the Board--is that a crime?

This person is not on the board, nor did he have approval from the board, yet he sent out a satirical 3-page 'newsletter' with critical pictures of the community, as if it was an official Board presentation to the homeowners ociation. What can the board do...were any laws broken that he can be prosecuted for?
