What does ' Political correctness does not legislate tolerance; it only organizes hatred." actually mean?

It's purpose is to teach us to be tolerant, but this statement seems to make an excuse in some way for not really wanting to adopt that school of thought. But that's just one of many ways this could be taken. It's al up for interpretation. How one percieves it is usually influenced by the way they grew up and the values instilled in them or can be by influences of others around them.
