Oblivion, Wayshrines PLZ Read?

O.k. My game must have a bug or somthing because when i had some infanty (bad point things) it says "you must continue my penance for the gods" or some dum stuff like that, ive went to all of the one on my map in game and it still say continue, i done it 3 times then made a new account. After i completed the theives guild for cowl i did the wayshrines 6 TIMES still say to continue. PLZ HELP.
