Noisy group of guys in lobby of 1st floor apartment drink and are extremely loud nightly until 5 am.?

There are a bunch of guys, one who is a neighbor, that hang out in the first floor lobby of my apartment building in Washington Heights NYC almost nightly until 5 am and make LOTS of noise. I've filed complaints with the police, and have also talked to the manager about the situation. The manager has told me they have sent a notice to the tenants, but theres not much else they can do. They have, however, offered me the option to move to some other apartments that they manage. Is it the landlord's responsibility to pay for moving costs, etc? Is there any type of legal recourse that I can take? Thanks in advance.
